Bees or wasps? Do you have a vent leading to the outside down there, maybe from a dryer or the vent fan in a bathroom that leads outside? Is there a way they could get in from your siding outside and into your walls if your siding has cracks in it (this happened to a friend of mine)? Crack in the foundation they're coming through?

We get wasps in our attic conversion every year. But last year I finally had soffit guards put over the very small eaves and this year I'm clear.
