AT LEAST 3 teams are losing a tender. 14 F, 9 D, and 3 G leaves 4 open picks. They could (but likely won't) pick as many as 7 goalies.
They will need at least 4 to fill out their NHL and AHL rosters. (though they will also have other options such as free agency)
One thing to keep in mind is that there will be a fair amount of goaltending talent available to them. Also, goalies take a long time to work their way through a teams system, so they make particularly good targets for a draft like this (focus on goalies and D in the expansion draft and then draft forwards in the regular draft).
tl;dr they will take more than 3 goalies
