then why spend the large amount of money it must have taken to construct them? there are fences on either side of the highway throughout that entire stretch, so your average deer isn't going to get across any other way. it would take a large moose or bear to charge pretty hard to take those out, so i would say the risk of hitting something is fairly minimal
either keep the speed low so drivers can avoid the animals, or fence areas off to prevent them from getting on the highway. having both just seems redundant
