thats right and the left lane is not the FAST lane, as a matter of fact it is the right lane that is the SLOW lane (if required to go slow).
no where in the "rules" does it say its ok to go above the speed limit in the left lane, it is simply recognized that if you need to go below speed limit, you should do so in the right lane.
