If the risk was that large, they should have had the area fenced off.

It's a beach. You know there will be children there. A "no swimming" sign does not equate to "there is a very large risk your child will die if he goes anywhere near this water" sign.

Apparently Disney World has been operating for about 45 years and this is the first such incident. I seriously doubt that was the first child to wade in that water, which is adjacent to a resort and part of an easily accessible beach.
