Does it need to? Signs are made to tell you what not to do and where not to go. They don't have to explain why and none of them do.
A No Trespassing sign means NO TRESPASSING. Do you need an explanation to actually listen to the sign?
The sign would have to read "No swimming because the water may contain pathogens. There is also no life guard on duty. There are also Alligators in every body of water in Florida including this one. Alligators are bad because they are aggressive and can eat children. These are the reasons not to swim in this pond".
This was very tragic and I truly feel sorry for these parents. But this was an easily preventable incident and would not of happened if the parents were following the rules. This wasn't a freak accident, it's the reality of swimming anywhere in Florida that isn't a man-made pool.
