After taking on Bickell's contract the Canes have 25M cap left with only Victor Rask as an important unsigned RFA and a goalie to replace Cam Ward on a team that was 9 pts better in the standing than the Flames.
The Flames need to sign Carolina's cap manager.

They havent made the playoffs in about 8 years, but they manage their cap beautifully
