Have they determined the provenance of the firearm used yet? Until they come out and say it was legally purchased, it can't be determined if the regulations in place work.

So both the firearms mentioned fire a 5.56/.223 cartridge at the same velocity, same magazine capacity and can be fitted with the same accessories.
The difference is that the select fire version is about 30x more expensive and you're buying a tax stamp from the BATFE, having your fingerprints/photo taken, getting a letter from local law enforcement and having an extensive background check done. It's also a lot harder to use effectively.
