Last week I was walking my puppy with my kids and a huge mastiff ran down from his lawn and started sniffing him. It didn't attack or anything, but our puppy was terrified. A couple young kids from the house tried to corral the mastiff, who has having none of it. No adult in sight.

We booked it across the street without incident, but it was an unpleasant experience. I walked by the same house a couple days later, and the owner was sitting on a chair out front. Judging from his appearance, I'd guess that obeying bylaws aren't high on this guy's priorities.
ya, off leash dogs in their yard with their owners are the worst. They think they can control their dogs, usually that is not the case. Call 311 and report that guy, doesn't sound very safe and you never know what could happen.
