I like most of what you're suggesting but why would you have Winnipeg in the pacific rather that the central? I think the league wants to try and keep traversing time zones to a minimum. Winnipeg is a central team versus a bunch of pacific teams. Arizona and Las Vegas are much better fits. If anything, I could see all the pacific teams being a division by themselves and then the mountain teams being thrown in with the central teams. Travel time from Vegas and Phoenix to the SoCal teams is also very quick and easy. Seems like a natural to leave them in the pacific and let Calgary and Edmonton continue to deal with the travel headaches.
