Scalpers are simply getting in the middle because they know there are people who are willing to pay more. It is pretty dim to argue there is any public benefit coming from scalping.

They aren't their for public benefit, they benefit the promoter, he or she gets a guaranteed market for a third to a half of the product, it amiliates the risk and enables the concerts to happen.
