False - scalpers exist because tickets are a scarce resource. Scalpers don't create tickets to fill a void. They anticipate a void and try to take advantage of it. In this case to the detriment of people who right now want to be able to pay the price the band/promoter has deemed acceptable.

Scalpers are simply getting in the middle because they know there are people who are willing to pay more. It is pretty dim to argue there is any public benefit coming from scalping.
