Was there monitoring in place? Is that how it was discovered? My original point being the fact that people in communities that have concerns over a pipeline running close to them is quashed with the response that they have such amazing monitoring.

It wasn't stumbled on by chance. It was a shell pilot who reported the spill. One of the mitigations for pipeline monitoring is having regular staff who will be around the route. So one of the leak detection methods for this pipeline worked.
