The fence there is interesting as it is only designed to keep people out not animals in. The moat keeps the animals in.

So this is more like kid slips through deck railing and falls with bigger consequences.

I will say that I let my kids roam around at the zoo. Certainly out of arms reach and I certainly don't have eyes on them at all times. And they know to stay within the vicinity of the animal we are looking at. I have an expectation of the zoo to be reasonably child proof.

My kids are slightly older the youngest being five but letting your kids look an animals while not being on a leash is reasonable. I have also lost a kid at a stadium because the bathroom had two doors.
