I think it is different if Carolina, and the ownership group there, decides to move the franchise rather than a sale. I wouldn't be surprised to see Carolina and Quebecor become partners in the hockey club, and the team moved to Quebec City. It's a win-win all around. Quebec gets a team, Carolina gets a new building, the current owners get an opportunity to make some profit before selling out to Quebecor down the road, and the NHL maintains its conference balance. Las Vegas then can't complain about the expansion fee as it would be a member club making a decision, and then seeking approval from the BoG. This will also help all parties meet their goals, and league goals, as quickly as possible. I really feel the NHL wants to be the first major league to have a team in Las Vegas. If they really want that, they have to grant Vegas a team this year and get them operational for 2017-18, otherwise the NFL may just beat them to the punch.
