Nope, you're talking about Centre 10. The project I'm referring to was on 11th avenue, I can't even remember the original design, I think maybe two towers. After it got capped it was resurrected as a giant midrise block. I think the original was called Kai Towers (the furniture place with the same name was what was there before construction started).
It definitely looks like the residential projects get going again in some form, harder for the big office ones. In the case of FCC2 I have heard that the bones of the building dictate a certain floorplate size/restrictions they have to work with for any new design. So it may not be able to compete as effectively against brand new builds.
