One of the strange things about the X-Men movies is that they have all, including Last Stand and Origins, been excellent for portions of the movie. Only DOFP and X2 really were quite good overall and only have minimal weak spots.
It is crazy to me how each movie has had so much potential and usually lost all of it in the third act.
As I often do, I'll point back to the areas of the comics that are successful and that I think the movies miss out on most frequently. Characters we care about, inter team conflict, saving a humanity who hates and fears them.
A good villain IMO is usually just a bonus. What's more important is caring why the hero(es) are fighting and the sacrifices/challenges they face to succeed.
I think Apocalypse strikes me as a good villain if he's chasing power and they are trying to prevent a reawakening of sorts. I tend to agree that overpowered villains are boring.
I'm still gonna see the movie, I just think I already know what I won't like about it.
