That used to happen in the NBA quite frequently. 93 the Magic drafted Chris Webber and traded him to the Warriors for the 3rd pick Penny Hardaway (notnsure what else was in the deal). In 96 the Bucks drafted Marbury and traded him to the Wolves for Ray Allen who they just picked one spot later.
I could maybe just maybe see the Leafs and Yotes pulling off a deal based around Matthews and #7+Strome+? If the Leafs want a guy like Nylander maybe they would consider moving Matthews if they could get several other pieces in return? Still highly doubtful.
As for the Oilers I could see the slight chance that Subban is moved they offer RNH+4th+Nurse. That way the Habs get a young centre, Dman, and can draft Dubois and pick a Dman at 9. They take a big step back but also move forward with younger players to build around. The Oilers get their number 1 right shot D in his prime
