I think it's good the way it is. By naming the host city in advance you give that franchise the ability to prepare their team in advance and, in theory, be competitive. And as mentioned, this way you don't run the risk of a city having to host by virtue of winning their league that really doesn't have the capability of properly doing it.
I think given all the parameters, it's good as is.

It's actually part of the selection process that the bidders show they are building or have a team that is expected to be a contender by the time the tournament happens.
Most teams with the bye go all out on 19 yr olds, and give up the next couple of years so it's a tradeoff.
I personnaly have no issue with the format, These teams have already won their league, what's wrong with a tournament of champions with the host team included.
This tourney would sell jack for tickets if the home team wasn't involved.
