I don't honestly know. Because if it was a chemical reaction causing paranoia, wouldn't it do that for everyone? But if this is the case, maybe it wouldn't be such a prevalent symptom if it was legal.

I think the paranoia is more so related to the strain you smoke. Indica is what I refer to as bedtime weed. Makes me tired and very lazy. Helps with insomnia and is used for pain treatment. But I'm also paranoid as hell if I'm out in public on it and don't like being around people in general. If I know it's Indica, I refuse to smoke it if I'm going out.
Sativa is what I call adventure weed. I feel like going out, talking to people, and partying. Most people don't really care/know what strand they smoke, but it really does make a difference in how you act and feel.
I pretty certain that most people who claim paranoia have used Indica when they smoked it and weren't aware.
Lesson for non-smokers: If someone has never smoked weed and is going to try it out because it's now legal and they smoke Indica? I'm pretty sure it won't be a pleasurable experience. But a first time user smoking Sativa? Balls to wall laughter and fun.
