My impression of why the Southland improvements were scrubbed is that the Lafarge land is now potentially available. So instead of putting on a band-aid for ~$20 million, save that for the ~$200M actual fix.

Why sink resources into repairing it now when you're just going to tear it apart and rebuild the whole thing in a couple years anyways?
