The team never drafted top 5 when they needed to, simple as that. The Flames were two wins away in 2013 from not having this problem solved to this very day.
Sutter should've ponied up for Joe Thornton when he had the chance considering he probably wasn't planning or expecting his team to finish low enough in the standings to actually fix the problem.
