I would suggest that maybe it has more to do with teaching teens the right rules and setting up good driving habits. When I learned how to drive cell phones cost over $2000 and airtime was 75¢ per minute. Now anybody can walk into 7-11 and drive away with a cell phone.
And I think it's those 20+ people who have learned to drive in the last 5-10 years and got used to passing the time by chatting on the phone.
Now that I walk part way home from work I notice a lot of the people obliviously chatting on the phone seem to be in the 16-25 age group. I never use my phone to just chat, for me its a quick 15-30 second call and that's it. Which is why I don't think an outright ban is the answer; just education. And in my mind this is what this bill does; forces education on young drivers.
