One of the issues, and why I didn't get a good look, is that your attention is laser focused on the next intersection. Cars often barely stop so you are always watching to not get hit as you approach. So now you are going to be looking at the bikes and bike racks, possibly someone pulling in or out and have to split your attention between that. An if someone is coming towards you....
I have no idea why they thought it necessary to put directly in front of the restaurant. Even back 10 feet south would have been better. Or better yet, single racks on the sidewalk parallel tot he track. Sure, there would be less parking but it would be much safer. In fact, they could have kept the same number or more bike spots, made a wall of them from the alley to the street and make a nice barrier that stops people J-walking, which happens all the time there.
