This is a tough one because if it is his off-ice work ethic and his engage factor that are holding Brown back it makes him kind of interesting as those are things that can get better with age.
IIRC a lot of teams passed on Ryan Getzlaf in 2003 because he wasn't great defensively and didn't engage enough for his size at the time. Those criticisms both look silly now.
