The two guys from Dallas have one fewer years left on their deals than MAF. If Pittsburgh did get one of the Dallas guys they can still run Murray as the starter, but avoid the controversial dynamic of having a long serving vet like MAF as the backup.
With less term attached they have an easier time carrying the more expensive backup who also lets them expose a lot of money in the expansion draft. Plus losing one of Niemi or Lehtonen in the expansion draft likely doesn't hurt their feelings too much. Whereas losing Fleury without getting anything of value would.
Dallas has Benn and Seguin on cheap deals for next year, and a few other guys who's final contract year will be next year. Realistically the Stars window to win is going to be next year before they look at a bit of a retool. So if they can find a way to upgrade in goal without spending more money at the position it will help them address their defense this offseason.

This would be my guess for Pittsburgh and Dallas as well.
Could see something like Niemi + Pick for Fleury working out for both sides quite well.
