It's only circumvention if you're paying the person a salary that is out of the standard range for someone in that position.
If they gave Johnny's mom a job working as a rep in the ticket office and paid her $6 million a year, that would be a problem. If they gave his dad a job as the head of the Saddledome ice crew (which he's qualified for since he has owned his own rink since before Johnny was born), and paid him a salary that was on par with what other people in the NHL get paid for that role, there wouldn't be an issue.
