Good questions, there are high frequency auroral arrays globally. Just do a little research. I don't know how global the cloud seeding is. The extent to which they've been used I don't know or whether the two technologies interact with each other I don't know.
I've seen independent analysts trying to identify artificial patterns but thus far it's purely speculation. All I know for sure is the technology exists on several continents, the subject is so complex I don't spend much time.
