Sometimes scouts get it wrong. Everyone thought Couturier was all that and then some. It turned out his linemate was the one that was the good one (Ondrej Palat). Same thing with Falloon and Ray Whitney.
Teams/scouts also tend to be leery of players that seem to come out of nowhere in their draft year. That is why Mangiapane wasn't drafted, although his size played a part there. Bastian only had 29 points last year and added 30 to that this year.
Not saying that he's going to be the better player, but there are some reasons why he's rated a bit lower than one would expect for a player of his profile.
