Only the higher profile players turning the offer down tends to be on the news.
They obviously don't want to ask too many guys since it would suck to fly to Europe only to get cut from the team. They also tend to hold out for higher profile players dropping out from the playoffs, which adds another wrinkle. (Guys like Määttä and Vatanen for example).
It's a complicated process, that much is certain.

I just looked up and there were only 6 NHL d-men in the NHL last year with only 4 having 40+ games

Lindell with his 4 NHL games is on the roster. Have to think that Jokipakka would be considered a higher profile player....
Vatanen was eliminated at the same time as Perry who is played for Canada today.
Finland seems to have 1 open roster spot....
