If were evaluating Hartley on the decisions he made, then Treliving is in the same boat and he failed on the undisputed #1 issue the Flames had this year.

The season was already done before we reached the quarter pole. So in terms of making moves, you have two choices:
1. Pay inflated prices during the season when you know it won't get you anywhere.
2. Ride it out and wait for the summer when the market will have more options at lower prices.
Sometimes it is wiser to cut your losses. I think he's known since about late October that we need something better for 2016-17, but rather than toss away assets in a desperate bid to save a lost season, he chose to wait. Lets at least see what this summer brings, eh?
