Yes basically every team that wins the cup has a top 3 pick playing for them. However, nearly every team, cup winner or not, has a former top 3 pick. It is generally common for teams to have top 3 picks on their roster. Assuming that top 3 pick plays about 15 seasons (Nash, Lehtonen and Bouwmeester from 2002 are still around and will play next season), there are 45 top 3 picks on average on any given year. Which means that there are 1.5 top 3 picks for each team. Hence, almost all teams, both cup winners and bottom dwellers have a top 3 picks on the roster. Current Flames team be one of the few without one.
