Earls is sourcing their beef from Creekstone Farms for "humane" reasons. Halal is not humane. That is the point.
Your quote from Temple Grandin's site states that the "animal appears not to feel" the cut. This is not proof that it is any more, or even equally humane, to the pneumatic pistol form of slaughtering cattle. All that quote, especially the part you bolded, shows is a "best form" for a less humane method of slaughter.
The reason I brought this up originally is that lazypucker asked about halal steaks and as it turns out, Earls might fit that bill.
I guess the problem, since you're wondering, is that this is a shady PR move by Earls despite their claims of "humane reasons". Albertan's have always been proud of their cattle industry and with Earls being an Alberta restaurant chain, this is a smack in the face to all Albertans and the added stink of hypocrisy doesn't help any.
