I think that's entirely possible. You come down the hill pretty quick, and in most cases the bike lane is maintained, and a dashed entry is allowed for vehicles to turn, but it is up to the vehicle to make sure it is safe to enter the bike lane. The cyclist should have signaled and moved into the left lane though, but often these things happen pretty quick, cars don't signal etc and you can get yourself trapped. Tough to say without seeing it go down, but a lot of times I think it is bad design as much as bad attitudes that cause issues.

I was driving east on 12th and turned left to go to the Bike Shop, twice in a couple weeks and crossed the bike lane. Both times it was empty, but I found myself wondering how easily it would have been for me to smoke someone making that turn, after I had made it.
