If this comes from the 2015 version of this report http://www.oecd.org/ctp/tax-policy/t...s-20725124.htm then it is only comparing income and payroll taxes. Those taxes actually aren't too much different in Canada vs the States anymore. It excludes property taxes, consumption taxes and any other indirect taxes. These vary greatly.
