Hopefully he can just treat this as a learning experience and not say it anymore, take his punishment and move on from it.

This is the disconnect I have. My first thought when the "f" word is used is not related to gay people in the slightest but to an a-hole or douchbag. That's the initial connection made for and I may not be alone in that. It doesn't mean it is right but I also don't think it makes some one automatically homophobic like others are throwing around. It was dumb, learn and move on.
