I think it's the only possible way they could correlate his already public answers with his apology. Remember, he's already stated that he doesn't remember what he said during the exchange. So, either true or not, his story must become that he went home, decided to look at footage of the event, then realized that what he said was entirely inappropriate.
I think the statement was less of a defence of his actions and not seeing them wrong in the moment and more arguing that he didn't remember his actions previously. This would mean that his lack of an apology earlier stems from his inability to recall the events.
