I think there should be greater consequence if you request a review but lose the call. It will be used as a secondary timeout. Add in something like, if you lose:

the next faceoff is in your zone
Fine for the coach, with escalating discipline like they do with diving
losing team has to ice new players on the ensuing faceoff (opposite of the icing call)
(just thinking out loud)

Also, I think there should be something on the blueline call that says you can only review if a goal is scored within 5 seconds of the play entering the zone. If more than 5 seconds, automatically not reviewable.
