The risk is you end up with to many bodies, A) and you let go the wrong guy (Byron over Raymond), or B) prospects get buried in the minors because they are waiver eligible that may have helped the team win. (Grant etc..).

No risk is slight hyperbole, but extremely low risk is still accurate. Seto wasn't an issue outside of the first month of the season when they tried to get him going and failed.
