Weird. I always presumed it was 15% or 10 kmph whichever is lower, but for practical reasons, don't do 11 kmph or over unless highway, then maaaaybe 15 kmph or over the cops won't bug you.

It at least seems like most photo radars peg people going 11 kmph and over.

Only a small minority rated themselves as below the median, and when all eight dimensions were considered together it was found that almost 80% of participants had evaluated themselves as being an above-average driver.[27]

One commercial survey showed that 36% of drivers believed they were an above-average driver while texting or sending emails compared to other drivers; 44% considered themselves average, and 18% below average.[28]
I'd agree. I find it sad that people with licenses are impressed I can do a parallel park. Seriously speaking, we had to pass that portion of a test to get a license. It's literally in the same realm of the people impressed I can do basic math without a calculator or stare at me like I'm an alien because I know how to do long division.

Spacial and situation awareness stuff is also horribly at low levels. This part is easily determined by asking, "Hey, remember the part in the license test where you had to keep saying all the potential hazards you were driving past?" There's the "It was so stupid, it was a joke." crowd and the "It was hard, I couldn't find anything to say." crowd. The latter often IMO suffers from terrifying levels of tunnel vision when driving.

It's sad that the majority of people can be impressed by basic skills.
