I agree completely. This is unfortunately the crap we have to deal with, and this road is the worst example of it. It's not all on that group though, there's cars in front of them doing the exact same thing.
Why the hell would you take the QEII for a cruise though, that road in infuriating and should just be a last resort for convenience sake, not a road I';d take if I was out for a fun drive.
I'd guess he wasn't immediately charged because there wasn't any police present
