There should be though a compensatory pick for every drafted player and further to that, perhaps a penalty or premium to be paid based on that players 2nd contract after the ELC.
So if a player drafted in the 3rd rd, the team he jumps to pays a 3rd rounder off the top, then after the ELC that player goes and signs a $5m+ deal because they become an absolute stud, then the losing out team should gain further compensation in terms of money or something.
A similar concept to offer sheeting a player. You're never going to truly rid collusion. So why not have a system that makes GM's really think twice about bringing on a player who is jumping ship.
It would also make the player think twice as it would reduce the amount of teams the player could potentially go to.
