Because not everyone wants to go to an all-inclusive Mexican resort?
I can see the appeal. Sure it's a facade for an incredibly corrupt regime and comes with inherent risks, but it's also pretty unique place in the world being it's own terrible historical time capsule (not unlike a place like Cuba during Castro's reign). It may not be fun or safe, but it's a place that surely leaves an impression.
