It really bothers me that whether or not the target was injured on the play affects the outcome of the decision. A full-blown, three-stride charge ending in a cross-check to the side of the head is exactly what it is. Who cares if it hurt the other guy or not? Maybe if it was someone else, it would have been a concussion or even a broken neck. Is the act any less malicious because that didn't happen?
