Stamps stadium on Stampede Park could/would make some sense (even in conjunction with a field house, though not so much in my idea). Although it's not inconceivable to continue running the chucks, it's not nearly as simple as dropping a foot of dirt over the concrete.
It would be the perfect excuse for Stampede to get out of chuckwagon racing (far too progressive an idea for them at the moment, though I know executives have pondered what Stampede looks like in 50 years, and chucks are no guarantee. The rodeo/agriculture aspect isn't going anywhere anytime soon - it would be an opportunity to improve the rodeo production, because right now it's 3+ hours of boredom with occasional 8 seconds of action (split it into afternoon/evening; can tie a 'grandstand show' of sorts (or freestyle motocross, etc.) into the afternoon show to retain the value. A football field size footprint would also allow for a better grandstand stage that doesn't necessarily need to be pulled in with a tractor (though it would still likely be temporary/mobile, just not set-up every single day).
It would still require 4 straight road weeks for the Stamps (just through a bye week in there and it's not too bad).
Frees up tons of 'wasted' space that is the rest of the track - easy to build the attached arena. The grandstand building is no spring chicken, but also doesn't necessarily need to be replaced (it has tremendously valuable premium seating venues - Lazy S, Ranahans), and lots of the seating is undercover; most importantly it has an indoor concourse! It may take a bit to prepare it for cold weather operation as it's basically winterized every year, but certainly doable.
Build a 3/4 semi-enclosed stadium around the rest of the way, and they might get close to a 'best of both worlds' indoor/outdoor stadium. Perhaps include some heated seats (be it seats themselves or space heaters) in the premium section - I can't imagine the up front and operational costs would be that different from building a roof and climate controlling such a huge space.
It would definitely be a one of a kind venue! Stampede Park would be almost like Sochi Olympic village...but no stray dogs and the buildings wouldn't already be falling apart. Pipe dream of mine as an F1 fan, but you could even run a track through there (as they have in Sochi), but more likely would be Formula E and IndyCar, which could use much shorter, cheaper tracks.
With the BMO expansion, we would join Vegas, Nashville and Orlando in the mega-convention game too.
