Well it would need to be a SP3 new enough to have come
from the factory with Windows 10. One that was upgraded after the fact won't matter.
You'll have to use Option 1 and disable Secure Boot in order to boot from an image that isn't a Surface Pro 3 recovery USB. Instructions here:
