Stirs up sediment? They aren't driving in the water they are driving on the gravel bank. They cross no water to park there. This exact location is used as a launch by the CFD, so is ESRD to fine the firefighters as well? The Bow has a lot bigger protection issues than a few people parking on some rocks.
Maybe go and take a look at the location before wasting the conservation officers time.
