After Gaudreau being a RFA a year early and Bennett coming up next year rather than the year after and the Flames being close to the cap it is definitely to the Flames advantage not to want to burn a year of Jankowski's ELC ... on the off chance that in 2 years he is a legit NHLer.

Conversely, by burning a year of his contract, he will be up for his 2nd contract after next season. That way, he more than likely ends up with a much cheaper one. That buys the Flames 2 or 3 more years at a bargain basement price.
