I think a major oversight was using twitter as its base for learning. Not the most sophisticated information base. In a sense, Tay becomes of a mirror of twitter's output, though a very biased one.
The other issue is that Tay doesn't have concepts of morality, emotions, and reasoning that humans do. No filter, or no way to distinguish what is "good" or not. This is why my kids, who are being raised in a social media world, still seem normal
You could argue, however, that given enough time and enough input, it can determine what is deemed socially acceptable and not, and thus have its own concept of goodness.
