One of the biggest reasons our cupboards were fairly bare in the Sutter regime was that Sutter usually traded our 2nd rounder away. The 2nd round is the best round for finding talent outside of the 1st and not having those 2nd rounders almost every year under Sutter was a huge, huge reason why the Flames didn't come up with more players.
Treliving has been great at acquiring 2nds. Which is huge long term for adding assets to the organization either through trade or drafting.
